Twenty-seven years later he's the criminal boss of San Francisco's underworld, running rackets out of a hat factory that's really a front. His endgame is deranged genius: talk his way into modeling for a sculptor's statue of "Satan After the Fall" — never mind that the sculptor is Barbara, daughter of the very surgeon who took his legs as a boy — then force her father to amputate her fiancé's legs and graft them onto his own stumps. Blizzard runs an empire as cover for the most unhinged body-horror agenda in silent cinema. The man wants to walk again, and he'll disassemble anyone standing between him and it.
