Sheriff Fraser's conspicuous absence isn't negligence — it's premeditation. He's the soldier who never really came home from 1945: the same rejection that got him dumped by letter is the wound that never closed, and using his own badge to clear the town while he settles old scores is the blackest joke the film tells.

The film's relentless focus on the killer's boots, uniform, and methodical staging frames the Prowler as a professional rather than a lunatic. The murders aren't crimes of passion but executions — each one staged with the same precision as a military operation, suggesting the killer never stopped being a soldier.

Avalon Bay, 1945: Rosemary Chatham dumps her soldier boyfriend by letter, takes a new date to the graduation dance, and doesn't make it home — impaled by a pitchfork in the lakeside gazebo. Thirty-five years later the town finally revives the dance, and someone in a WWII army uniform starts working through the guest list. Sheriff George Fraser is oddly absent for most of the killing spree while Deputy Mark London and local girl Pam MacDonald piece together what's happening. Tom Savini turns bayonets, throats, and a shower stall into a full employment program for coroners. The twist lands right back where the story started: the sheriff never really left the case, because he's the one who never got over Rosemary.
